According to an official post from the City of Dubuque;

"The City of Dubuque Housing & Community Development Department will open the waiting list for the Housing Choice Voucher rental assistance program to all residents on Tuesday, July 12th. In addition to Housing Choice Vouchers, the City also has designated rental assistance vouchers available for non-elderly persons with disabilities and their families."

Applications are available online at cityofdubuque.org/housing and at the Housing and Community Development Department. They are also available upon request by calling 563-589-4230 or by e-mailing housing@cityofdubuque.org. To apply for the waiting list, applicants will need the full names, social security numbers, and dates of birth for all household members. Only one application is permitted per household, per enrollment period.
In addition, all applications received will be entered into a lottery drawing for placement on the waiting list. Those selected will receive a letter informing them they have been chosen. Applicants not selected for the waiting list in the lottery are deleted and must reapply with each open waiting list to be eligible for the next lottery drawing.
The Housing Choice Voucher Program provides rental assistance for income-eligible households. The U.S. Department of Housing and Urban Development (HUD) sets income limits that determine eligibility for assisted housing programs, including the Housing Choice Voucher program.
